You should pick up a book on the US government. You might actually learn how the US government functions and which branch controls what ... or you can just continue spouting off.

Given the current tactics I dare say you are spot on. How ever if we wanted to curtail illegal immigration I think there is one sure fire way to do it. Go after the employers. Set up a data base where legality can be verified by an employer. Start sending out INS or ICE agents to various work sites and companies. Have every employee checked or do a random check (really random not picking people who 'look illegal') and have there be a fine. Lets start with 5% of company net worth or $10,000 which ever is greater for every instance. Want to guess how long it is before every company stops hiring people who should not be working in the US?
Now we all know this will not happen because it will piss off the various lobbies from both companies who survive on cheap labor and groups who support the various minorities who would be hardest hit. Then there is the fact that if labor prices go up, the prices for goods will increase as well and the public does not want that.
Bottom line in my opinion is that we may not like the current immigration situation but it is working as designed for all involved and no one really wants to change it. Various sides of government are proposing ideas that that they know will not pass and they can go back to their constituents and say "Hey I tried but that other guy screwed it up".
