Starting an air charter broker

Hi,

I'd like to start a broker business;
I'm not looking to be an indirect carrier.
I'm looking to work for customers on a fee basis.

1) Do I still need insurance?
2) Does anyone know where I can get a sample contract between a customer and myself for the finder's fee?
