Not sure what the accountability thing is supposed to mean. Presidents are very rarely held accountable. Were that the case, Nixon, Reagan, Clinton and Bush (along with their accomplices) would be serving time. They are not because no one holds their officials accountable.

Did Congress have anything to do with Immagration reform, Gitmo, and the gun ban? Obama kept his promise as far as trying to do what he said (as most presidents do) but Congress is the one who passes the laws. Sometimes (most times) presidents do not get to do what they said they wanted to do.
