"I think the IRS functions better today than it did 5 years ago." Bill Clinton, 9/30/97. Reported on CNN
(Translation: 'Five years ago I couldn't pick up the phone and have Paula Jones audited.')
This was around the time Congress was conducting hearings on IRS abuses. Originally, Clinton and Rubin defended the IRS and its practices, and later they became critics. It was a little like transportation secretary Frederico Pena's comment after the Value Jet Everglades crash calling them "totally safe," also responding "Oh yes, I fly them all the time." Three days later he shut down the company, citing it had the worst safety record in the industry.

Bill Clinton We can't be so fixated on our desire to preserve the rights of ordinary Americans...
Bill Clinton
Bill Clinton When we got organized as a country and we wrote a fairly radical Constitution with a radical Bill of Rights, giving a radical amount of individual freedom to Americans, it was assumed that the Americans who had that freedom would use it responsibly.... there's a lot of irresponsibility. And so a lot of people say there's too much freedom. When personal freedom's being abused, you have to move to limit it.
Bill Clinton The road to tyranny, we must never forget, begins with the destruction of the truth.
