"Earlier this year, the personal finance website WalletHub.com conducted an in-depth study of the amounts individual states are paying in federal taxes compared to the amounts they are receiving. WalletHub analyzed data from the Internal Revenue Service, the U.S. Census Bureau, the U.S. Commerce Department and the Bureau of Labor Statistics. WalletHubs research demonstrates that, as a rule, the states that are the most likely to rail against big government are the most likely to be benefiting from it.
WalletHubs research bears out comparable figures released by the nonpartisan Tax Foundation in the past: analyzing IRS data, Tax Foundation has found, more than once, that red states are likely to be the biggest recipients of federal tax money."
To be fair, those red states have high poverty, but also have big government institutions like Stennis Space Center and the shipyards in MS, NASA in AL, Federal prisons and major military in KY, etc.
This is a result of the years of earmark spending. Having very senior members of congress from your state leading important committees was key to bringing home the bacon to your state. MS, AL, KY all had very powerful delegations. All were republican.
That said, they did not do much to get the masses in their states off of poverty. They did manage to get more federal dollars to the state than was paid in taxes.
