Question: considering the circumstances and guessing there will be a limit to "churn", can a junior Title I crew chief be protected from layoff based on his bid position?

From what I've seen done in the past layoffs. A person in a bid position is looked at just by senority and not by his or her classification, so if he or she is not affected by a reduction in his or her bid classification, he or she may be subject to layoff because of what his or her occupational senority is at the station as a whole. Bottom line a inspector or crew cheif will not remain with persons of more senority getting laid off.
