Correct you are. The "Poor Sailor's Airline" started hauling people cheaply between SAN, BUR, and OAK way back in 1949. they were the first to figure out the 'end run' around the CAB by keeping their operations within a single state.
The early, intra-state days of WN owe a lot to PSA.

We went to ATL, scared the crap out of Delta, lowered fares tremendously, and set a new fare standard for the ATL-LA route. Now we have our buddy Air Tran there to ensure that the prices wont go back to the level that they were previously at.
