Logic would say yes, but we all know the reality of the situation. There is a silver lining in all this. The USMC was able to test and field a new camo pattern relaively quickly and cheaply. However when you look at the way they did it it's opposite of how most programs are run in the Pentagon.

My favorite line from the story, “The use of the NYCO material in an environment where there is potential for a flame or thermal threat is not recommended.” A US Navy ship is one big floating flame/thermal threat.
