I had a strange situation today with my PC. I was doing my taxes  and when I went to Efile, I had a problem with cookies on the Rev Canada site. When I went to change internet options, I got a message saying that I did not have the rights to modify the computer; contact theSystem Administrator. Problem is, I am the administrator... This is goofy as I have cookies enabled as I can log on here and some other forums automatically

When I checked my user status it seemed ok with all function enabled under my user name. I created a new user with administrator rights and that user could modify the Explorer options. . .

I have 2 PCs linked through a router and out to the internet with 2 IPs
both have Win XP and Office XP running. The other PC has no problems just mine.
Anyone have any ideas?

I have the same issue. All is fine but in certain circumstances, you need full admin rights. Just hit F8 on boot-up, select safe mode, Admin will come up. File that way and you should be fine.
