APA Campaign dead
As you may realize, for over two years, John Clark and I have
devoted thousands of hours of our time and thousands of dollars of
our personal money to generate interest in ALPA. Most recently, we
have both been working in excess of 40-hour weeks on our ALPA
efforts (besides flying the line and spending time with our
families). However, at the end of May, we were at a crossroads in
terms of how much more we could accomplish without active support
and participation from ALPA.

In order to move the issue forward in the most expeditious manner
possible that didn’t also break our personal banks and damage our
own families, we approached ALPA and asked for their assistance
and collaboration in a number of specific areas. Now, two months
later, it is clear that ALPA is not interested in providing the
support and collaboration we need to be able to continue. The best
ALPA could do was have the Executive Council pass a resolution
which cites our efforts (below), but maintains that their focus is
to continue to try to have ALPA officials convince the APA
leadership to invite ALPA officials to more meetings to speak to
the APA membership and Board. Although we do not see a conflict
between their approach and ours (where we seek to convince the
leadership there is adequate political support for such a move),
and we fully understand that the APA leadership must be on board,
the lack of responsiveness from ALPA regarding our request for
support indicates they do not view the apa2alpa effort as
complimentary to their approach, as they have laid out in the
resolution.

Therefore, effective immediately, we are both withdrawing our
personal services in support of this effort. Shortly after sending
this e-mail, Mark will finish the process of shutting down all
Internet services related to apa2alpa. While it might seem like an
attractive option to just let it run, that won’t work. In the past
few weeks and especially days, we worked very hard to ensure ALPA
officials understood this would happen, but they were unwilling to
provide the support necessary to continue, so this should come as
no surprise to them. Although the decision to discontinue the web
site is not a pleasant one, quite clearly, ALPA officials believe
they have a better way and they are certainly free to pursue those
efforts by any means they so choose.

Neither of us know what ALPA’s plans are going forward, but we do
know that we will not be a part of them at this time, not because
we have lost faith in the objective of returning APA to the fold,
but because we can no longer justify contributing our time,
talents, efforts and money without their active support and
participation. If you are interested in continuing to assist ALPA
in generating the interest needed to get APA back to ALPA, we
encourage you to contact them and ask what their plans are.

Just so you know, your support will not be forgotten nor has it
gone un-noticed. It meant a great deal to us to see the support we
did and we hope you will continue to participate in our union’s
return to the fold.

BACKGROUND INFORMATION

The 2000 Board of Directors Meeting reaffirmed ALPA’s
“longstanding objective to provide representation for all members
of the airline piloting profession in the United States and
Canada, including through merger of independent pilots’
associations with ALPA by agreement.â€

In response to that directive, and under the guidelines for
conducting this campaign, ALPA has been engaged in talks with the
Allied Pilots Association (APA).

The following principles were adopted by the Board of Directors
for implementation of the campaign:

1. Discussions with independent pilots’ associations, i.e., ACPA,
APA, FPA and IACP, will be conducted through the President or
his specific designee(s).

2. Members in good standing of independent pilots’ associations
which merge with ALPA by agreement will be offered ALPA
membership.

3. Proposed merger agreements with independent pilots’ associations
will be subject to approval by the Executive Council and
ratification by the Executive Board, in accordance with Article
I, Section 11 of the ALPA Constitution and By-Laws.

4. ALPA representation campaigns and elections will remain
available as a vehicle to be used in appropriate situations.

PROPOSED RESOLUTION

WHEREAS the President has reported on the progress of the Pilot
Unity Campaign established by the 2000 Board of Directors, in
particular as to the Allied Pilots Association, and

WHEREAS the President and his team have visited five APA local
councils, with 3 APA local councils recently adopting resolutions
encouraging the APA Board of Directors to negotiate a merger with
the Air Line Pilots Association, and

WHEREAS American Airlines pilot activists have established
significant grassroots efforts with nearly 2000 pilots expressing
an interest in a merger with ALPA,

THEREFORE BE IT RESOLVED that the Executive Council receive the
report of the President on the Pilot Unity Campaign, and

BE IT FURTHER RESOLVED that the President continue to pursue
merger with the Allied Pilots Association (APA) through the
methodology embodied in the principles of the Pilot Unity Campaign
adopted by the 2000 BOD Meeting.
