2. Q. What are the relevant laws concerning language access for LEP individuals?

A. Federal laws particularly applicable to language access include Title VI of the Civil Rights Act of 1964, and the Title VI regulations, prohibiting discrimination based on national origin, and Executive Order 13166 issued in 2000. Many individual federal programs, states, and localities also have provisions requiring language services for LEP individuals.

A U.S. security team in Benghazi was held back from immediately responding to the attack on the American diplomatic mission on orders of the top CIA officer there, three of those involved told Fox News’ Bret Baier.

Their account gives a dramatic new turn to what the Obama administration and its allies would like to dismiss as an “old story” – the September 11, 2012 Benghazi attacks that killed U.S. Ambassador Christopher Stevens and three other Americans.

Speaking out publicly for the first time, the three were security operators at the secret CIA annex in Benghazi – in effect, the first-responders to any attack on the diplomatic compound. Their first-hand account will be told in a Fox News special, airing Friday night at 10 p.m. (EDT). - See more at: http://specialoperationsspeaks.com/current-news/top-cia-officer-in-benghazi-delayed-response-to-terrorist-attack-us-security-team-members-claim/#sthash.c85uWsia.dpuf

Press Release

Select Committee on Benghazi Chairman Trey Gowdy, R-S.C., issued the following statement in response to recent reports from security personnel on the ground in Benghazi:
“The Committee has heard of these concerns and they go to the heart of why Congress established this Committee—to determine all of the facts of what happened in Benghazi before, during and after the terrorist attack that day. We welcome the opportunity, and expect, to talk to personnel who were on the ground in Benghazi, their superiors, and anyone with relevant information related to the Benghazi terrorist attack. There are still facts to learn about Benghazi and information that needs to be explained in greater detail to the American people. And this Committee will do just that.”

Give a listen. It's Country before Country was cool. Ron Thomason & Heidi Clare really do Justice to the old G. B. Grayson tune. The lyrics are from the Civil War about a 1862 Massachusetts regiment.

The words ring true today. Ron's son enlisted on 9/12/2001 and Ron vowed to play the song until all the troops were home safe. Ron is 70 now and I don't think he'll live that long.

He is Coming to Us Dead

One morning when the office had opened
a man quite old in years
Entered the express office
showing signs of grief and fear
When the clerk approached him
his trembling voice did say
I'm waiting for my boy, sir
he's coming home today
You have made a small mistake
and you must surely know
This is the express office, sir
and not a town depot
If your boy is coming home
this cold rainy day
You'll find him with the passengers
at the station just over the way
You do not understand me, sir
the old man shook his head
He's not a-coming as a passenger
but by express instead
He's coming home to mother
the old man gently said
He's coming home in a casket, sir
he's coming to us dead
Just then a whistle pierced the ears
the express came in on time
The old man rose in a breathless haste
and quickly rushed outside
Then a long white casket
was lowered to the ground
The scene was filled with the grief and tears
of those who gathered around
Don't handle that box roughly, boys
it contains our darling Jack
He went away as you boys are
see the way he's coming back
He broke his poor mother's heart
her saying's all come true
She said, this is the way that he'd come back
when he joined the boys in blue

“She told me, ‘Ray, we are to go through these stacks and pull out anything that might put anybody in the [Near Eastern Affairs] front office or the seventh floor in a bad light,’” says Maxwell. He says “seventh floor” was State Department shorthand for then-Secretary of State Clinton and her principal advisors.

“I asked her, ‘But isn’t that unethical?’ She responded, ‘Ray, those are our orders.’ ” - See more at: http://specialoperationsspeaks.com/current-news/benghazi-bombshell-clinton-state-department-official-reveals-details-of-alleged-document-review#sthash.rr2SUdBK.dpuf

As the House Select Committee on Benghazi prepares for its first hearing this week, a former State Department diplomat is coming forward with a startling allegation: Hillary Clinton confidants were part of an operation to “separate” damaging documents before they were turned over to the Accountability Review Board investigating security lapses surrounding the Sept. 11, 2012, terrorist attacks on the U.S. mission in Benghazi, Libya.

New Benghazi allegation puts spotlight on Hillary Clinton confidants, alleged after-hours document review.

According to former Deputy Assistant Secretary Raymond Maxwell, the after-hours session took place over a weekend in a basement operations-type center at State Department headquarters in Washington, D.C. This is the first time Maxwell has publicly come forward with the story.

Given the lengths that the IRS has gone to insulate itself from bad optics, somehow I doubt there will be a whole lot of skepticism about the accuracy of those latest allegations...
