Ground Radar at this time is being installed at US airports to prevent this situation. It has not been installed yet at FLL.
The Ground Radar installation at US Airports is a direct result of a near collision at PVD, T.F. Green Airport, Providence, RI. PVD airport was one of the first to have this available.
A very good NTSB animation and ATC recordings are available at the following web sight. The recording has to be downloaded and lasts for eight minutes, but it is very educational and will leave you on the edge of your chair.
