I would bet that it means that DL will have to spend more money on some electronic systems that prove to the government that they have properly secured the right doors.T4 existed before DL became the primary tenant. Apparently it was never built with systems that could electronically verify that the right doors were locked or not locked.

I seriously doubt that the Port Authority designed a post 9/11 terminal without sensors to determine which doors were and weren't opened.... We had that 20 years ago in the AA terminal at JFK, and I suspect CBP has cameras all over the facility including the habitrails.

DL screwed up, and the only thing apparent is that both DL and CBP weren't paying attention to the existing sensors, cameras and alarms.

I don't see a scenario where DL can successfully co-blame CBP, so they're going to be stuck with the fine.
