Interesting document that you linked to. As I read it though, it flies directly in the face of black-letter language that's written into HR 3200. The problem is that it uses the tax code to define who would and would not be eligible for coverage. For obvious reasons, the federal government has no problem taxing as many immigrants as possible. Meanwhile, the actual health reform bill (HR 3200) plainly and simply states that those who are not in the country legally are not eligible for coverage. The language is tight. In fact, I haven't even heard any congressional republicans make the argument that is in the document you linked.
