You do realize that the sequester was modified by congress to allow certain agencies to re-allocate funding to prevent furloughs in FY13.

Sequestration had nothing to do with social security funding.

New infrastructure programs were cut and or delayed to prevent reduction in government services. That will come back to bite. Kinda like not changing the oil in your car. It will be fine for while, maybe even a couple of years...

That all resets come 10/1 unless congress does the same thing.
