"Just say no" is easier than legislating, statecraft, negotiating, or even thinking. Or, IOW, easier than doing their job.
And it pays at least the same, probably better.
So we have GOP congress-members using the image of the few who do abuse the system by deliberately not working while taking all that they can get to further the aims of their sponsors/handlers/paymasters gaming the system by deliberately not working while taking all that they can get.
Long way removed from the grand experiment the founders had in mind.
Long damn way even from the not too far past, even as recently as Ike/Nixon when the GOP at least tried to govern responsibly, understanding that there were legitimate differences of opinion.
And the friggin tea party thinks they are some kind of patriots
