Most people dont understand what the RLA is all about and how it came about.

There were rampant wildcat strikes in the railroads in the early 1900s, so Congress protected Interstate Commerce and passed the RLA which set up the archiac negotiations process.
 
The RLA allowed unionization in the railroads, but also stopped the wildcat strikes.
 
People probably dont even know Truman even had the army take over the railroads when a strike occurred.
