Mesa Flight Attendants and Uniforms

I have a question I know that there are mainline flight attendants who don't look their best in the uniform but at least they wear the uniform. The Mesa Airline Flight Attendants especially new hires are never in uniform. I have seen spandex and hot pants. They look like trainees on their serving flights. Why is it okay for the Mesa Inflight Department to allow this. There is no way that these flight attendants should be allowed to work a flight in non uniform. I heard that it is sometime serveral weeks before they get their uniform I know that that is the case the question that I ask is why is this allowed.
