They will condem all the homes that are in the way of such plans, whether damaged or not, then bragg about how it was rebuilt! The thing that they will leave out is how all those that lived there before are gone.
This would not be an uncommon event. The English used a potato crop failure to purge Ireland of "excess population". We used disease to kill the native American population. Its cheaper and less controversal than genocide but just as effective. Just like the English blamed the Irish for the famine (as net exports of food from Ireland surpassed imports despite the famine) we see some blaming the residents of New Orleans for their difficulties.
