I had not heard anything about manipulating data. I had heard that Cheney cherry picked the stuff that made his case and the CIA knew that he wanted data to support his case. I had also heard that his desires may have had a chilling effect on the annalists.

As it is, Cheney changed his mind 3 or 4 times as to what the purpose of the war was. The reason that was sold to Congress and to the public ended up not being true. So either the CIA is beyond incompetent and the agency needs to be disbanded or Cheney cherry picked his data.
