They can specialize in all the stolen technology they want.  That won't change the fact that building an aircraft carrier takes time as does getting one ready for deployment.  And you can't steal the experience the US Navy has in operating them.

Recently read a story about a group of Royal Marines in a nasty fire fight almost call in an air strike on their own position.  Luckily an alert A-10 pilot realized the mistake and aborted the strike.
