None of that changes the concentration of slots in one carrier's possession at each of the two airports, which was the big problem for the DOT. Swapping FL slots to WN via merger of the two and B6 getting some DCA slots might result in the DOT opening bidding for divested slots to other carriers but without the divestiture of slot pairs the concentration issue remains unchanged.

I'm sure if they approve the Airtran/Southwest swap which eliminates effective competition for Southwest, then there's no way that the the Feds could justify swapping network carriers exchanging slots. Southwest will be way too big in the USA and way too big in BWI and being that they will be so huge, with or without slots, the Feds cannot come back and say that Southwest should get more slots in DCA. I can't wait to see what the DOT's answer will be.
