I'm glad that we have this slot allocation program just for DCA. It should remind us all of what a mess things would be if the feds did the same thing for every single route in the nation.
All USAirways Express A/C ARE NOT CAT 11 or 111 big difference especially with the weather the pass couple of days. They’re reliable issues as well.
For DCA there are no Cat 2 or 3 approaches so mainline is effectively Cat 1 as well, so that arguement doesn't work.

DCA has a CAT II approach to Rwy 1.
