It's the number I recall seeing when looking at the pensions vs. 401K argument a few years back. Don't really care if you want to try to confirm them or not -- it doesn't change the fact (and you can verify this independently if you want) that the cost of providing health benefits and funding retirement averages between 20-30% on top of salary.
