Dunno. The incumbents (UA, DL, AA and US) each get one new beyond perimeter flight as long as they give up an existing DCA flight, as 700 mentioned above.
The non-incumbents (including WN, B6 and AS, among others) are competing for four more beyond-perimeter flights but there are more than four requests. Don't know how that competition will shake out.
