The town hall was at the CLT training center, where all East pilots attend training. I think you'll find that the questions about pay raises came from pilots at other bases also, like LGA.

The best way would be for (a union) to train and certify pilots that airlines would bid on calling up the union and asking for x amount of pilots for a certain operation.
