Well, the job of the president is pretty clear Constitutionally. He's the head of state on the international stage, Commander in Chief of the Armed Forces and responsible for execution and enforcement of the laws created by Congress via the Administrative Branch.

He's not there to deal with local civil unrest short of invoking the Insurrection Act. Maybe he should have - it would have resolved Portland 100 days ago.

What's ironic is the people accusing Trump of being an authoritarian are also the first to blame him for things that are the responsibility of Governors and legislatures at the State and Federal level.
