It would be better to punish employers of illegals.

That would be anti business. Or so I've heard. I kind of believe of the reason is "supply and demand" for low paying jobs. If you take away the demand for illegal workers, we would have fewer illegal workers I think that if a company uses illegal labor they should face a damn near company ending fine. Not a slap on the wrist but a fine that hurts. A second offense and the chief executive...of a small business or a Fortune 500 company would face jail time.
