You are absolutely right! The reason for the "rule" is that Cheney does not want anymore repeats of people getting up and walking out on his speeches in disgust.
It looks bad on the news reports. And, we all know that the Communist-inspired, liberal, left-wing media would report incidents as such rather than do the research and find out that they were only going to the lav.

They should have allowed him to come...then, as he speaks, if a vet had to go...well...he's got to go, so have him piss right there in the auditorium. Veep's orders of course.
