Which is the SA number based on, seats available from actual or authorized capacity?
Anybody know for sure?

SA is actual seats available. The ETC shows actual capacity and the number of seats authorized. Just another tool to give you more info. Say SA shows 5 seats available but its authorized 15 above actual capacity. That means the flight has a fairly high no show factor so that 5 acutal available will most likely yield more seats.
