Part of the problem is with the dissemination of NOTAMS themselves.
A typical mainline dispatch release will in clude the actual release portion with the required fuel, alternates if required, and MEL information. Then comes F4 Messages, Severe Weather (SIGMETS), METARS/TAFS, and NOTAMS.
In some cases, NOTAMS require decoding and interpretation. This has been a factor in several accidents and incidents over the years. They should be in plain language and "big ticket" NOTAMS should be highlighted in some way.
Dispatching a FAR121 flight is a collaboration between the Captain and the Dispatcher. However, the Captain is charged by law as the sole and final authority for the operation of a flight. Perhaps crew duty/fatigue is an issue in this case.
An incident or an accident could have resulted but fortunately did not.
