My rates were rising when BUSH was in office.  Can't blame Obmacare for that.

Define "taking it in the shorts".  My ex wife has rheumatoid arthritis, and although she has not taken a single drug for it in almost 10 years, she could NOT buy a policy at ANY price to cover things like breast cancer or cervical cancer because she has arthritis.   Today she has insurance and is still able to make a mortgage payment.

According to your info, and ACA law, it don't go into effect until Jan.

Since the ACA site does not ask for medical history I don't see people with preexisting would be given a different rate than anyone else.

According to an insurance agent I argue with on another board, some preexisting condition policies went into effect earlier this year.  Using HIS link - it was because of the affordable care act.

But you didn't see deductible changes like Obamascare under Bush.

Well if anything, at least you were able to throw Bush under the bus AGAIN, 5 years after he relinquished command to the Anointed One !
