Just as Obama has done with coal, he's says he wants to be "reducing our dependence on foreign oil" but his policies are doing the exact opposite.
Because of the EPA regs on summer/winter blends and ULSD, some refiners *are* exporting -- they're exporting cheaper unblended fuel to countries who don't have a Clean Air Act and aren't concerned if there's MTBF or ULSD...
"Domestic infrastructure remains extremely constrained and there is not enough time for that to be resolved by summer," Amrita Sen, a London-based analyst at Barclays Plc, said Wednesday in an e-mail. "Gasoline supplies will be highly constricted as a result and prices will have to rise to attract more imports."

Combined with a raft of new Obama administration regulatory restrictions on drilling, EPA constraints on refinery development and expansion will predictably increase our dependence upon foreign sources. Huge plants now under construction in India, Asia, and the Middle East will produce countless tanker loads of less expensive gasoline, diesel, and jet fuel…. And they won’t be worrying about environmental non-compliance penalties.
