From the FAA website it looks like weather to me:
Due to WEATHER, LOW CIGS, there is a Traffic Management Program in effect for traffic arriving Philadelphia International Airport, Philadelphia, PA (PHL). This is causing some arriving flights to be delayed an average of 17 minutes. To see if you may be affected, select your departure airport and check "Delays by Destination".
Delays by Destination: No destination-specific delays are being reported.
General Departure Delays: Because a traffic management program is delaying some arriving flights, departing flight schedules may be affected. Check with your airline to determine if your flight is affected.
General Arrival Delays: Arrival traffic is experiencing airborne delays of 15 minutes or less.

It doesnt look like it takes effect until 2pm (1900GMT) and lasts until 959pm (0259GMT). The delay time average is 17 mins, which is fairly small for a PHL flow program and the arrival rate is showing 44 which is better than it used to be with the hub banks during the past year. Many times they had it down to 28-30 with the delays. Also with the built in time to/from PHL still , a 17 min delay would mean an on time arrival or just a couple minutes late. Lets hope the end of the day looks as optomistic as they are projecting now. 🙄

From the look of the ATC Ground Delay Program, even with reduced visibility, we should still operate pretty well today. With average delays of only 17 minutes, it doesn't sound like it will have a major impact. With connections and flights being more spread out, it should reduce the number of customers that misconnect.

Now if we were still in a banking hub, then the delays would have been much greater, IMO. When you are talking about Ground Delay Programs, it always will depend on what the Airport Arrival Rate is. In this case, the Arrival Rate is showing 44 (arrivals per hour) which is pretty good. Delays will get worse if the ARR drops. The lower the rate, the higher the delays. Perhaps the more even distribution of flights will help to maintain a higher arrival rate versus trying to cram flights into banks.

You bet. I did go thru PHL once this last trip and hate to draw any conclusions about the "rolling hub" from that one experience......

Sure, if you're interested. Like I said, it was the first and only time thru PHL since the schedule change so take it for what it's worth - not much.....

Great weather - we could see the airport from the mouth of the Delaware Bay (we were coming in from JAX with routing up the Delmarva pensula between Salisbury and Ocean City).

We were the last to get past the arrival gate (Cedar Lake) without holding - if it's important, WN was next in line behind us and had to hold.

That ends the good news for the arrival - Cedar Lake is about 35nm south of PHL. From there we got the scenic tour of everywhere between Wilmington, DE and McQuire AFB - at first 190 kts and then 170 kts. What should have been a 15 minute early arrival turned into a 15 minute late arrival - though 5 minutes of that was waiting to get to our open gate while a plane was pushing back, starting, and taxiing out blocked our way.

On the departure end, everything went fine - taxied out and took off.
