When is the "rolling-hub" concept/operation to be implemented at PHL. Isn't the "rolling-hub" concept suppose to make better utilization and productivity of time and equipment but with fewer personnel?

The "rolling-hub" concept has been replaced with the "steam-roller" concept developed by the Bronner/Lakefield team. It consists of eliminating as many union jobs as possible and in the case of the IAM, total annihilation by total farm-out.
