It is where I work, year after year, decade after decade. Most people would quit a company that provided them with the filth they experience in our crew rooms and bathrooms..not even to mention the actual airport jetways and gates. It is a new day a U, and things are improving..but please don't think it trivial we make note of such things. Best. Greeter.
 
CLTB, don't want to be a stickler...but I non-reved thru Charlotte this week and the all moving sidewalks were working between concourse B and E. Moving sidewalks are the best thing since sliced bread! Wish they had them from my house to the airport...probably would save 15 or 20 minutes in the commute! Beautiful airport by the way. I was very impressed.
Glad to hear they were (for once) all operating (and thanks for the compliment). Usually the Concourse D walkway is inop...at least it has been the last three times I've been in the airport.
 
Ok, I did a little digging and found some information. This may answer my original question. Is the city of Philadelphia responsible for the upkeep of its own airport?

Philadelphia Airport news release in which states various cuts that PHL has implemented to aid the airlines at its airport. This bit caught my attention:
In FY 2005, an unprecedented 31 million passengers passed through PHL. The record number of travelers using the Airport has translated into increased revenues from non-airline sources such as car rentals, parking and concessions.

Moreover, the Airport continues its efforts to contain costs, further lessening the financial burden placed on the airlines. The FY 2006 total Airport System budget is $219.2 million, an increase of only 0.4% from the previous fiscal year budget of $218.4 million.

Here is the proposed budget (171 page PDF file) for various projects 2006-2011. Here is a breakdown of that same budget provided by the Philadelphia City Planning Commission in which the following is stated.
An ambitious improvement program continues at Philadelphia International Airport to ensure that this facility meets world-class standards. More than $112 million of self-sustaining funds, matched by nearly $139 million of federal, state and private funds, are budgeted for airport improvements in FY2006. Funds will be used for airport expansion, increasing airfield capacity, improving runways, and modernizing and expanding terminal buildings. An additional $775,000 of self-sustaining funding (matched by $2.5 million in other funds) are budgeted for airfield and facility improvements at Northeast Philadelphia Airport.

In the FY2006-2011 document (PDF) the items of interest start on page 15 (page 5 of the PDF), but starting on page 19 (page 9 of the PDF) is what we are talking about. 2006 allocations include:
~Terminal D-E modification and expansion
~Terminal A East renovations
~Terminal F-New loading bridges

After that it looks as if it lists a continuation of ongoing (previously scheduled/budgeted) items.
6A. Terminal Expansion & Modernization Program-FY05
This line item will provide for modifications and expansion of Terminals
D & E; and Hold Room renovations in Terminals B thru E.

6B. Passenger Terminal Expansion Program-FY03
The concourse of Terminal E will be expanded by constructing four jet
passenger gates on the southern end. Ticketing, baggage handling,
and claim facilities will also be expanded.

6C. Passenger Terminal Expansion Program-FY02
Funds will be used for Terminal E expansion, as well as for the
completion of Terminal One, the new international terminal, and
Terminal F, the new commuter terminal.

6D. Passenger Terminal Expansion Program-FY01

6E. Passenger Terminal Expansion Program-FY00

6F. Terminal A Renovations-FY04
Improvements will include a building addition, new doors, flooring,
ceilings, lighting, and millwork.

Can I surmise from this that it is the City of Philadelphia and not the airlines that are responsible for the upkeep of the concourse/gate areas? If that is correct, then the same can be said of PIT or any station, and maybe the ire most people feel is misdirected. This still does not solve PineyBob's unmade bed issues, but at least we know that is a US Airways problem.
