It's probably UPS or FedEx that's looking at these planes. They don't have the same issues as a passenger carrier.

With IND being one of the surveyed airports, it would almost have to be FedEx. Their 2nd largest facility is here and it's the only part of the current airport not scheduled to be replaced - in fact they are finalizing the plans to double it's size.
