DL wasn't trying to do an advertising campaign at the time in a city where it had reduced its presence to the lowest levels any DL competitor has ever had in ATL.

doesn't matter whether they self-disclosed.

it is still a maintenance lapse. and I can assure you that WN has had far larger fines for maintenance violations than DL.
