"The Fourth Amendment of the U.S. Constitution provides, "[t]he right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly ..."

To whom does it apply...and how?

The founding fathers surely thought ahead like they did with the 2nd.

Should we be able to search, seize anyone, especially suspected terrorists, person and /or property based on them being ________?

Let's hear from the Champions of the 2nd amendment here.
 
If you haven't done anything wrong, you don't have anything to worry about.  Oh....they were pissed about the NSA's abuse of spying, but they forgot that they were all for letting them do it in the first place.     
 
if there's an underlying premise here then please by all means post some info. Or is this some boogeyman created out of thin air that only liberals believe in.

Arguably the most trampled on amendment of 'em all, but hey; as long as they can carry an assault rifle into WalMart, then everything's A-ok...

Are you trying to say that supporters of 2a are somehow not supporters of the 4a?

You only recall a massive shitstorm about it when a black president used the law that was available to him.  When a white president got a bill intoduced, debated and passed in 3  days that basically voided that amendment, there was nary a word from your side on that.  Even us lefty libtards were telling you back then that when you open the door on one....you opened it on the all...even your vaunted #2.  All we heard from your side was "if you haven't done anything wrong, you don't have to worry"

Are we talking about the Patriot Act?

If I recall there were plenty on the right that did not feel comfortable with that all. And for obvious reasons that came to fruition.

You didn't realize the Patriot Act basically eliminated your constitutional rights under the 4th amendment?  Yeah...there were some on the right who were "uncomfortable" with it...but they weren't nearly as rabid about it as they are against mere TALK about limiting the second.   After all, the Patriot Act (which once again basically revoked the 4th amendment) was introduced, "debated" and passed in....3 days.  Back then, those of us who were vocal about it were "terrorist supporting America haters"....even though libtards like me were telling you that when you crack the door open on one....it's open season on them all.   But today I am a librard.  Starting to make sense now? 
 
It is also "ok" to comduct random drug testing without any probable cause, search warrant, or even a mere suspicion that the individual actually did anything, because some people might do something bad sometime and some other people are scared.

Ditto sobriety checkpoints

All with the rabid support of the scared little law and order "if you haven't done anything wrong you don't have anything to worry about" crowd.

The fake conservatives who hypocritically believe that the constitution is fungible and should be intrepreted in light of today's reality when it suits them, and strictly by the letter of the 1789 worldview when that fits their perverse version of christianity or morality.

All of everyone's rights are every bit as important as any of anyone's.
