Happened in LAX with blocks composed of cancelled charters.
FAs fought and won the right to claim. Pilots, not so much, and had to go on the bid-sheet for "something similar".
I would think any crew-member would have a very strong case to be paid. It would be like a municipality putting out, say, street repair bids. Even if the street repair were cancelled, the winner of the bid would likely get the pay.
