Regarding Part 121 vis-a-vis needing IA on staff. Correct....no IA's needed....nor for that matter.....not a lot of A&P's either per Part 121.
But, yes, the FAA individual inspector may assume the IA who worked tha airplane might have a higher level of knowledge of the airplane due the individual showing additional interest in aircraft maintenance by getting and maintaining IA.
