What if they don''t get enough transfers?

What if they don't get enough transfers from the TPA hanger, and the MCO res center. Are they going to process recalls to meet the number of open slots. I know in res they are creating 130 slots between pit and int, but what if they don't get 130?

As far as maintenance goes, they are not adding any jobs because of the closing of the TPA hangar and relocation of its work, we are going to lose 567 jobs in maintenance
