Why are parttimers in res still working 6 hours vs 4 hours....?

piney..i can only speak for ato but part time does not always make sense..many of the part time agts today are displaced topped out full timers..besides salary itself the largest expense for employees is health benefits..written in our contract is that the company will still pay part timers who were diplaced from full time,,full time benefits..since you are already paying full time benefits why not keep full time..
i know it would not be good for part time but for every two full time jobs saved 1 part time could be totally cut thus no benefit cost at all...like i said..if part time full time was as it should be i would not mention this, but just the cost of benefits alone would be an incredible savings.
