The voters of apa's back yard.  Because of legislation, these advisors are now representing the citizens of the United States through tax funds.
 
In answer to your question, in a round about way, you hired and are paying for them.

No, they will be paying the USAPA pilots in the end, your tax dollars and apa pilots tax dollars will pay for USAPA's legal protection.

Some people have trouble moving forward because they always look to the past, how they feel cheated by life, arbitrators, etc.

They can dream on about the unobtainable.

That will be APA's choice DOH with C&R 's and a long fence to protect their flying or roll the dice. I know which one I would chose.

I agree with much of your post. As far as having trouble  moving forward because they are looking to the past..I'm too busy with the present to worry about the past and the future will happen like it or not and I'll deal with that as it comes. As for dreaming about the unobtainable....I still buy lottery tickets..someone has to win!
