Non union west, yes, the grade levels and salary ranges are a matter of record. You can find them on the job postings. And yes, they do vary........greatly.
You bet they very greatly..and what is record is just a Range , not bonified fact...We had the same Range on salaries in the East too at one time..and the degree of variances had little if anything to do with skill , training , education or differences in the abilities of these people. Those whom gained favor got the most..based on bias and who's friend you were. A person could be as useless as a screen door on a Submarine and still garner top pay..but as long as you were in "The Click"...that's all that seems to matter.
Being Objective...The Unions on both sides of the coin also create some problems too. You could have examples of people not performing up to the given standard , getting the annual raises...and trying to get this person to either meet the standard or suffer termination becomes a tad more difficult too.
