Parts washers and a/c cleaners are title I, not title II. Title II are building cleaners, cabin cleaners, plant maint, etc.
As far as the new hires go. A couple of decades ago a supervisor once told me, "the company will hire a person because the manpower is needed, even if they (the company) fully know that he or she will only be needed for a short while and will be laid off when the manpower requirements of those individuals are no longer needed".
