That looks like it could be a internally posted company memo. Wouldn't think it is too wise to post such things on public Web Boards.....

Either way, where does it say it differentiates from east or west???

This thread will remain open only as long as it covers the technique and skill involved in avoiding tail strikes. Any further East/West fingerpointing or agitation will result in immediate deletion of such posts and closure of the thread.

Internal memo or not, if the FAA has wind of this, then it would be prudent of them to review the company's (both East and West) pilot training program (initial and recurrent) to insure that this area of operation is well covered and understood.....
 
Of course the FAA has wind of this and anything else as the airlines seldfdisclose a whole host of operational issues daily to the FAA.
