I worked with Bobby Boutris at Braniff-Dalfort. This guy was(is) a total idiot and any ex-Dalfort mechanic that worked with him will tell you the same thing. Boutris is one of those "chicken little" types that will do anything to keep from having to sign off something. It's one thing to be a tough inspector . It's another to be just a total embecil. Bobby has never turned a wrench on an airliner that I know of. He was a seatshop mechanic at Dalfort who somehow got an inspection bid under "suspicious" circumstances. This numbskull has never worked the line, avionics, sheetmetal, systems etc. How he got hired by the FAA is beyond me. Southwest would not hire him as a mechanic, because there are too many ex-Dalfort people there that know how stupid this guy is. Dalfort made him a supervisor back in 1990 just so they could lay him off to get rid of him.
Don't get me wrong. The FAA is too cozy sometimes with the airlines. NWA is a good example during the AMFA strike. After seeing who was behind as this controversy at Southwest, I would take Southwest's side in this matter. The press is making Bobby out to be a "hero" when the people who really know this guy know better.
