Cwa Buyout/transfer Question?

Here is the million dollar qestion? Now that just about every single station will have CSA full time and part time openings, due to the buyout. Will the transfer system activate and allow everyone to go where they want go, at $17.00 an hr. then fill all the openings at $9.00 an hr. where the remaining positions occur? Or will they fill the openings immediately at $9.00 an hr. not allowing anyone to transfer to where they want to be at $17.00 an hr? Anyone have any thoughts on how it will work?

You have to be careful if transferring, because per the new concessions, anyone filling a vacancy created by an early out opening, they will go to the bottom of the payscale. If you get called for a transfer , you need to ask if you are filling an early out opening or a regular opening created by increase in manpower , or retirement. I would get a witness or get it in writing as well. I have heard there may be an ammendment for filling CSS vacancies because why would any one take the postion making $17.00 if they would go to the bottom of the payscale ? You basically would be hiring CSS's off the street !
 
So at this point, what good is the transfer system. What difference does it make to the company, if they fill a $9.00 opening in RSW or SYR? Why not let the agents transfer to where they want to be, then after the transfer system is totally exhausted, then fill all open positions at $9.00. The total number of openings will be the same, just different numbers in different cities.
 
I'm sure every opening from now on, the company will say it is a eo opening. How are they going to keep up with this. Another question if an eo opening is filled with someone off the street, then they leave the company, what kind of position will be opened?
 
There wont necessarily be the same number of openings systemwide. We have ~10 agents displaced to part time. If a FT leaves they can fill with a new hire if needed for $9 that otherwise would be a recall at $17 so they are making out $8/hr by doing the EO thing, otherwise the EOs offered in TPA would not be a plus for the company in the long run. Some cities may be different, but it depends on what cities have recall and if someone wants to transfer there or not. Many cities will probably be able to end up hiring off the street, but it wouldnt be the same systemwide. Actually the SMART thing to do (which we all know wont happen) is to NOT hire anyone to fill the positions and just give the part timers 2 more hours a day to get them up to 6 hour shifts per the new contract. It might cost $8 more per hour to do this, but (and its a big one) there wont be any more BENEFITS added to the equations since we are all already getting benefits. Arent benefits what are supposed to be the big $ problem? Then dont hire anyone and give everyone here max hours part time until such time as the schedule cant handle part timers.
I would suggest that each CWA rep (or interested parties) keep track of the EOS in your station. When someone leaves see if they are EO or regular leaving. When someone is recalled see who they are replacing EO or regular leave and keep track of it otherwise I'm sure they will try to do EO for all. If someone fills an EO position and then they leave, it is still considered an EO position until 2011/12 (whenever the amended date of the contract ends.). This is going to require vigilance on everyones part if you are interested in keeping things right. Anyone who leaves who is replaced and did not sign up for the EO is a REGULAR fill position and also any NEW positions created due to schedule increase are regular positions. Only those who leave on the EO can be filled with "new" ie first year people.
