Now...look at your point...a stipend not to commit crimes.  It might work in about half the cases.
 
Republican view...lock them up and throw away the key.  That costs us between $20,000 and $40,000 per year per inmate.  Or about $110 a day per inmate.  Think of all the potheads we have locked up and multiply that by $110 a day for each one of them.  Once you start doing the math, paying a stipend to NOT commit the crime looks like pocket change....doesn't it?   AFter all one thing the US leads the world in is the number of people incarcerated per capita.

I notice you ignored the costs to lock up a criminal.  We could maybe fund another war if we didn't have guys locked up for life for selling weed.    The war on drugs was started by a republican.  The "3 strikes" laws were championed by "law and order" republicans.  The high costs to imprison people in this country is a republican idea.  And you totally ignore that.

Yes because throwing money at a problem as solution has been proven to never work. Over and over and over.

Throwing money at a problem as a solution has never been proven to work.  So it's better to throw 100 times that amount of money at the existing problem, shrug our shoulders and say "whadya gonna do"? 
 
Right now my wallets been pried open to house people who "struck out" 3 times for selling weed, so I'm paying for their food and housing right now anyways.
